Why Tuvalu Looks the Way It Does

Four and a half meters is about as high as Tuvalu gets, and that is the national maximum rather than the average. Nine low islands and atolls, with almost no land surface at all, make up the fourth-smallest country in the world. There are no hills, no rivers and little soil beyond what coral and compost have produced; drinking water comes from rain caught in tanks, and the fresh groundwater sits in a thin lens floating on salt water.

The country began as a colonial afterthought. Called the Ellice Islands, it was governed together with the Gilberts, its Micronesian neighbor to the north, until the two peoples voted to go separate ways in 1974; Tuvalu became independent in 1978, a Polynesian state in a chain otherwise filed under Micronesia. Earlier still, in the 1890s, the Royal Society drilled boreholes on the biggest atoll to test Darwin's argument that coral reefs grow upward as their volcanic foundations sink — an early case of science using a small Pacific island as a laboratory.

Sales of stamps and commemorative coins carried the budget for decades, and in the late 1990s the country leased its .tv internet domain, a suffix that happened to spell the word television, turning it into a genuine revenue line that paid for electricity and roads. More recently a treaty with Australia has created a formal pathway for climate-related migration, the first arrangement of its kind.

Step 01
