Why Andorra Looks the Way It Does
Two heads of state serve Andorra, and neither is Andorran: the President of France and the Bishop of Urgell, a Catalan diocese just across the border in Spain. That oddity is also the border's origin. Medieval Andorra sat in a valley whose lordship was disputed between the Count of Foix and the bishop, and the 1278 paréage split their rights down the middle. When the counts' line died out, their share passed through marriage to the French crown and, after 1789, to whoever holds executive power in Paris — so a Pyrenean valley keeps the French Republic and a Spanish bishopric as joint princes to this day.
The arrangement survived because the valley was worth too little for anyone to fight over. High, narrow and drained by the Gran Valira southward, it produced pasture, iron and not much else, and both large neighbors preferred a neutral pin in the mountains to the cost of owning one. Seven parishes, each a side valley, became the units of local government and remain the country's internal divisions. Andorra is the only state in the world where Catalan is the official language.
The outline reflects all of this: not a line negotiated between powers, but a watershed claimed by a valley's shepherds, following the crests that shed water into the Valira on one side and toward France or Spain on the other.
