The first African republic drew its outline from American philanthropy. The American Colonization Society landed its settlers on Cape Mesurado in 1821 and 1822, buying the ground as a home for freed slaves and freeborn Black Americans, and the towns they founded — Monrovia took a United States president's name — declared independence in 1847 without ever having been a formal colony. That founding left a flag modeled on the American one and a country whose towns faced the Atlantic rather than the interior.

The shore had been known to European traders as the Grain Coast, after the melegueta pepper that grew there, and it offered few natural harbors: the coast is a barrier line of surf and sandbars with lagoons behind, so the settlements stayed coastal and the interior was acquired late, by treaty, in the early twentieth century. When the boundaries came, they were negotiated with Britain and France and cut through older nations; the line with Sierra Leone ran through Mende country, dividing a people whose trade had always faced the sea, and later agreements with France shaved away the northern claims. Firestone planted rubber at Harbel from 1926, at the time the largest plantation of its kind anywhere, and gave the coastal towns an industry that did not depend on shipping out farm crops.
